SEOUL -- North Korea on Thursday appointed a new top envoy to Cuba, nearly five months after its former ambassador left the Caribbean nation following the establishment of diplomatic ties between South Korea and Cuba.

In a one-sentence announcement on its website, North Korea's foreign ministry said Han Su-chol has been appointed as the country's ambassador to Havana.

SEOUL -- North Korean leader Kim Jong-un has attended a ceremony to dispatch young workers to flood-affected areas on the northern border, describing the restoration efforts as a "gigantic revolutionary construction campaign," state media said Wednesday.

The border city of Sinuiju and Uiju County in North Phyongan Province were recently struck by heavy rains. While North Korea has not released detailed information on the damage, South Korean media outlets have reported that the number of dead or missing could exceed 1,000.

SEOUL -- North Korean leader Kim Jong-un has expressed gratitude for Russian President Vladimir Putin's offer of assistance with rain damage recovery, saying that he will seek Russia's help when necessary, the North's official news agency said Sunday.

The previous day, Putin sent a message of sympathy to Kim regarding the recent serious damage caused by floods and rainfall in parts of North Korea, expressing his willingness to provide immediate humanitarian support for recovery, according the Korean Central News Agency.
